Robert Duke Burness Jr. was born in San Francisco and spent much of his life on the Peninsula, including stays in Burlingame and San Mateo. In 1949, the San Mateo hospital currently known as Mills Health Center hired Burness as an assistant administrator. He became chief executive officer six years later.
